South Transdanubia on the Cohesion Forum in Brussels, 31. January 2011.-1. February 2011.
The South Transdanubian Regional Development Agency is the Intermediary Body of one of the Hungarian Regional Operative Programmes, the South Transdanubian Operative Programme. Based on its more than 12 years experience in the planning and management different EU and national programmes, and its expertise gathered by its Brussels Representation operating from the mid of 2006., the Agency is active player in formulating the cohesion policy of the post 2013 period in Hungary and in Brussels as well.
The Cohesion Forum taking place in Brussels on the 31st January 2011.-1st February 2011. provides an excellent opportunity for the Agency to present its actual and earlier ideas, proposals communicated to the relevant European Institutions and towards the competent line ministry of Hungary, the Ministry of National Development.
These proposals refer to future of the cohesion policy (Green Book on Territorial Cohesion, 5th Cohesion Report), the debate around the future of the European Territorial Cooperation objective. It contains the most actual positions of the Agency on the cohesion policy for the post 2013 period.
Last, but far not least we would like draw your attention to two real novelties masterminded by the Agency: the programme package based programming and the negotiated programming.
Programme package based programming - A nouveau tool for domestic spatial development
In today’s spatial development strategies, development programs are dominated by the use of spatial and thematic type of priorities (with emphasis on the latter) and their tools for bringing strategies into effect are simple/single projects. From the framework of the programming it can be stated that even if one can find program based developments, those are mainly focused around one theme and permeability between themes are rarely observable. Since the usage of spatial and thematic priorities have their own limitations, thus “truly” complex program packages can not come to power and cannot be brought into effect. Therefore idea behind the programme package based programming is that the current framework should be altered in ways that it becomes more flexible and be able to serve the needs of ‘lifelike’ projects a bit more appropriate. This programming simultaneously considers the available strategies of the respective territory, the local resources available, and proposes projects of integrated, complex nature whilst striving to provide co-financing from different European and domestic funds in an integrated manner.
Negotiated programming – proposal for an effective regional project selection procedure
In order to maintain the quality regional project development and preparation capacity behind the centralised funds allocation system (such one operates in Hungary), a comprehensive reform of funds allocation mechanism is needed. The essence of the negotiated programming system is that it exploits the advantages of the current pre-selection procedures (e.g., two-step procedure, procedure for the most disadvantageous subregions, pre-registration based application system), while eliminates the shortcomings of them. The main characteristics and merit of the negotiated procedure, that it puts the highest emphasis on the content-based project selection contrary to the current application system focusing on administrative and formal requirements, thereby facilitating the development of relevant and effective projects. By applying this new methodology the most reasonable and relevant project ideas could be developed to viable projects. The method is clearly to help absorption capacity of disadvantaged areas, as well as the development of complex projects with significant territorial impacts. The great advantage of using negotiated procedure is the clear and definite division between the political decision-making process and the professional project preparation, the system ensures the involvement of the politicians to the decision-making process, and the professionals to the professional coordination.
